The winner will be decided by the person that reached it fastest (If there are three people tied for first with 9 finds each, the person that got his/her 9th find first gets first, etc..) I would love to host again, with a better turn out There are two many spawn points for a single person to have much of a chance of finding Joker multiple times. So make it a team contest (teams of 2 or 3). The winners are which TEAM finds Joker the most, and then every member of the team gets the prize (so if Nth place is a TI chain, the all three members of the team get a TI chain).
