my Ip banned and I haven't even been on in days

I haven't been on EL in days because my Air Card was off. I wasn't banned and everything was fineWhy am I banned ? i don't understand. this IP ban is happening a lot. Why? I've read the IG Rules(Again0 and have broken none.
