Your ISP has been blocked from creating characters due to abuse. [SOLVED]

I was wondering how I get my ISP onto the whitelist...this is very confusing to me...

 

How was I blocked for abuse? I havent done anything! How can I do anything when I can't even create a char? Could someone please put my ISP onto the white list?

Btw, ISPs or IP ranges arn't whitelisted, character names are. Your ISP or IP range had someone bad, and they give out dynamic IPs, so they had to block a range of IPs.
