Usually something starts out free as bait in order to Lure as many people in and then, Clinch them by Going Pay, making them keep paying to use their Services. You know, Like Microsoft! I suspect they realized they aren't attracting enough people to a browser with ads, and some people figured out how to disable the ads, so they released it free to prevent them from being knocked out of the "browser wars".
