If new exotic minerals just need regular tools to harvest, then once their source is discovered they will be swamped by miners. High level requirements would limit mining for long (levels always go up), though rare expensive knowledge can help. Imagine then needing a pick-of-fire to mine <something exotic>. First somebody has to manu a modable pickaxe, find an enhanced fire essences, and successfully combine the two.
