I am running Vista and having problems, so I tried this, but 'telnet ....... ' is not recognized as a valid command, and I am at a public place, is it safe to say whoever is administrating the routers and stuff here (or the ISP) is blocking it?

So I recently bought a new Dell Inspiron 1545 laptop and EL won't run, help please ???
