Riva has had it's high point, and is going down like EL it's self. We had group PK contests, now their isn't more than 3 PKers in a group who doesn't hate each others guts. Level limits would allow more contests.. Something of amusement in this game, letting other same level fighters get to know each other. Instead of a lower fighter get run over by Satan, or the Don.

There is no difference between a moderator/dev picking numbers and the player holding it picking numbers. They aren't god pls.
