Used to get around 33-40, now its at 140-180 if Im lucky...I dont really do anything more than harvest and alch now because of it....... I read this as bad lag in getting to Canada. You're getting to 202.78.110.25 quickly, but then it's taking almost 200ms in getting to 206.223.143.214. The problem would be at bti.net.ph or the route they are selecting to pass the packet on. That problem looks like it's happening even before you hop across the Atlantic.
