I glow in the dark perk

Would anyone be interested in taking this perk if in addition to what it does now it would also:

1. Do 1/3 more damage with all the radiation damage swords weapons.

2. Halve the radiation damage you get in combat.

3. Be able to turn it on/off on demand, for a few action points (say, 3 action points).

I like the idea a lot! I have the perk already i just want to know how the wanting on demand would work and the consumption of the action points as in 3ap to switch off or would it be reduced slowly just like the usage of an enhanced medal?

As a manufacturer I would love this change. Base damage of r2 would match a thermy and they break like candy=larger market.

 

Would the change affect pvp or pve or both?

With the way this perk is now explained I would be willing and would love to take it once I have the pp's available

If I have the pp's I will take it (as long as I can turn the entire perk on/off).

 

Will the 1/3 more damage only cover the radiation damage of the weapon or the total damage of the weapon (I can't make it up from the text)
