Why does new character start a level 7?

I've started over a few times (OCD). The last 2 times I started over I noticed that I'm given a level 7 attack and defense right at the start. Before I even walk over to the Tutorial NPC. Why? Why don't we start at zero or one??

Because the rabbits can kill you too easily.
