OK, It really frustrated me so much that I couldn't find a free, easy, place that i could make a site for ELFZ so Im gonna help you guys out. The site is

There's also http://www.zymic.com They have safe mode on and php mail function off but they are very generous with bandwidth and space.

 

Just install drupal http://drupal.org CMS and punbb 1.3 forums and you'll be fine.

If you want a place to post a forum, specifically, try forumer.com.

 

It may result in some registration hassle for people under 13 though due to US child protection laws.
