It did have the cooldown but didn't dissapear from my inventory and didn't give me any more food points. After I droped it and picked it up again it worked as normal. It seems that you have already eaten something. When you pick up new kind of item, that wasn't in your inventory client sometimes doesn't display it's cooldown. When you tried to 'use' it your inventory was updated and you see that bread still have cooldown time. Have you seen message, that item still has <time> cooldown?
