It seems to me to be similar to blocking doorways by impeding harvesting and muling. The is no such thing as bag jumping! There are no owners of bags, anyone that gets on one, it's theres. Although the act of bagjumping is discouraged and looked down upon, the only real thing you can do is post the situation and logs/screenshots in the Outlaws. Believe it or not, bagjumping IS legal.
