Omg, stop whining, will you? Summoners make stones, others use stones. If you suggest one can only use the stone if s/he has a decent summoning level, why not suggest one can only use a sword if s/he has a decent manu level? After all the manuers make the swords. A problem with too many stones being used was recognized and action was taken. I think it is ok as it is.
